How far into Shadowlands do you need to go for Dark Ranger questline?

My brother recently started playing again after not playing consistently since Legion. He boosted a hunter to do the dark ranger questline and get the transmog. He did the opening Shadowlands questline and got all the way to the starting quests in Bastion but still does not see Calia in Oribos or the quest that she has to start the Dark Ranger questline.

Is he supposed to do more of the Shadowlands campaign? If so, how much?

You have to be level 60 and have chosen a covenent for the quest to appear. So, if it’s their first character through the content, that means completing the main campaign that takes you through all 4 zones.
