Im a casual player, im not planning on doing mythic raiding or insanely high m+ keys (+12 or +13 maximun) so i was wondering if the low mover build would be enough or if it is so behind its not even viable in that content.

No mover falls behind to Inertia and AFI in M+ by a lot. It’s mainly used for ST fights with very high uptime for melee, like Volcoross and Magmarox.
