How EXACTLY does shared bars work?

EDIT: I was right as per yesterdays patch notes
“Fixed an issue where action bars could get cleared when switching loadouts.”

I feel like I’m not getting the point here. When I check off the “shared action bar” box when changing talents, what exactly is the “shared action bar.”

I keep importing trees or changing talents to find empty bars. When I check “shared action bar” it will either give me a blank set of action bars or, from what I see, the most recent action bar used?

Honestly, I’ve had to reset my talents many times. Messing around with my stance dancing classes right now is starting to make the flaws of this system very obvious.

Going forward, Blizzard should consider a template system that shows me exactly what shared action bar i am using.

Do I not understand this system and how to save my action bars in between talent changes or new builds or does this system just stink?

edit : Oh and another one - shared keybinds. I set it (or believe I set it up) to share keybinds across all characters. One and done.

For some reason, it worked for everything but a couple of classes. I had to manually configure those despite having the same settings. It’s like they’ve decoupled from the rest of the classes.

With shared action bar disabled, the loadout has its own bar layout. So you can have different abilities in different places. By contrast, I assume (haven’t tested but given some bugs I’ve run into I’m pretty confident), that it saves the bar layout at the spec level, rather than the loadout levels.

That’s historically been a per-character setting.
