My Warrior has the War Machine talent that increases Movement Speed by 30%.
Does this go past the 49% Speed cap? Or is it wasted.

It might go pver if your using sprint abilities for your class, and it should bring it higher. The movement speed itself will always be capped at 49%, but i dont think it tells you what speed you are going if you are using movement speed talents / abilities.
In MoP remix, they temporarily made it go over at 49%, but then capped it at 49. They also made it so you needed more points per percentage, which was unfortunate.

It’s very hard to tell if War Machine is contributing, I clicked off War Machine and it seemed to be the sameish? Hard to tell.

The tertiary stat that you get from gear and the occasional consumable is hard capped at 49%. No amount of the stat number will increase you above that.
However, talents that give increased speed% don’t interact with that cap, nor does anything else that increases movement speed, the diminishing returns is solely based on the number of the stat that you have. That said, not every speed boost stacks either, mounts and the worgen racial are two examples.

Speed STAT is capped at 49. Abilities that add to your movement speed don’t count for this, as it is not the speed stats
I have 19% speed on my shaman, so I move 119% speed according to my addon. Ghost Wolf takes that to 149%, which goes all the way up to 205% if I use Spirit Walk at the same time.

Things like Jadewalk or Trailblazer can go over the speed cap, same with sprints. You can’t stack ‘sprints’ unless they say otherwise to my knowledge.

There’s an add on called True Stat Values that shows you exactly how much of every stat you have when you hover over them with a bar showing how close you are to capping. This includes speed.

Pretty sure it goes over, Also the cap can be 59% if you use minor speed on boots enchant but only minor speed works this way.

So, the above answers are correct about pure speed. Abilities can certainly make you go beyond that, for example: Havoc DH’s Fel Rush’s Felfire Haste and Netherwalk but they don’t stack or Ret Pally’s Divine Steed and BoF’s speed improv.
