How does Temporal Warp work?

I have been playing the mage for a change from the insane pace of the DH build. I know I am missing something and the only thing I can think of is that I do not understand how temporal warp works.
Any pointers would be appreciated.

It’s a separate buff from Time Warp, etc, and only activates when you have a sated debuff. Time Warp normally has a 5-minute CD. If you cast it without having any bloodlust type debuff (sated / temporal displacement / exhaustion, etc), then Time Warp does not go on cooldown. If you cast Time Warp while you have one of the aforementioned debuffs, you will incur the 5-minute cooldown, but you will still gain 30% haste from Temporal Warp. It’s like a personal bloodlust, and it stacks with the initial Time Warp, since it’s a different buff.
