Just out of curiosity, does it squish everybody’s level and stats by a % or does it buff the mobs to your current level?
Only asking because I just got out of a dungeon where a level 10 shaman did 4x the damage of the next highest dps, just by spamming lightning bolt.
Every mob in that dungeon, to the shaman, was level 10.
Mobs at low levels have way lower scaled HP. So that shaman was probably doing 100-150 damage bolts, but the mobs probably only had 2000-2500 HP, so he was doing 5-7% with each bolt.
Compared to if you are a level 40 shaman, doing 300-400 bolts, but the mobs have 15k-17k HP. Now you’re doing 1.5-2% damage. So you see him doing 4, as much DPS as you.

Scaled individually to each player.
To a level 10, the mob has 1k HP. The Monk hits it for 100 over 1 second. The mob has lost 10% of it’s HP and the Monk sees himself doing 100 DPS.
To you, the mob has 200k HP. The Monk has dealt 10% of it’s HP in a second to it so you see the Monk doing 20k DPS.
