How does one get real support from Blizzard?

I have a character that constantly and always gets disconnected with error WOW51900319 after about 15 seconds. Going through the “support” connection, I end up at the “try the character move process”. I have moved the character twice and have also tried every other troubleshooting step suggested by the Blizzard support site. None of the suggestions fix the issue. Once I end up at the character move step, the ticket I am trying to create goes away without any way to send it to support.

What does one have to do to GET REAL SUPPORT???

If you have one character that is consistently disconnecting, the first step is a UI reset

If that character is disconnecting near the garrison, that may be a known issue.

Did that twice, once before deleting and installing the game again, and once AFTER I reinstalled the game. And it did not help.
