Are block and critical block separate rolls, or do I have to block before it can be a critical block?

You roll a block.

That block rolls for chance to crit.

Think of it as a hit and a critical hit, except it’s a block.

Everytime you take a hit, you have a % chance to block that hit (if playing properly you should have close to 100% uptime on shield block and therefore every melee hit should be blocked.) However, you then have chance on each of those blocks to have a critical block which doubles the amount mitigated. Your chance to score a critical block is based on your total mastery.
