You have to be a shadow priest and you should get it the first time you enter Dalaran :3
It’s not available yet, but when it is, it will drop from mobs in the Naga Attack world quests.
Look for the new Naga invasions, the quest starts by an item that drops from the mobs during those WQ’s.
Ok, it not available yet, thx. I was killing mobs in the naga invasion last night and thought maybe I read something wrong when I couldn’t get a quest drop.
It most likely will not be available until the Raid is released next month.
