Get the lowest quality neck attachment, then medium quality, then the highest one

tiered medallion settings… the better the grade the more it adds up to 3… can get them under item enhancements on ah.

can make it if you are a jewelcrafter or buy it off ah or have someone craft it for you.

edit:
and quality matters the higher quality of the gem the higher haste up to i do believe 88 so you will need higher quality of it.

Higher tiers can add a socket as well. On my server, a rank 2 enhancement costs less than a rank 1. Buying two of the rank 2 will get you two sockets for slighly cheaper than buying a rank 1 and rank 2.

It’s not very clear, the item enchantments all add one socket, but the rank one will only add up to one socket total, the rank two will add one socket up to two sockets total, the rank 3, 1 socket up to 3 sockets total.

Usually the rank 2 enchants are cheapest so you can buy 2 of those and one rank 3.
