Ok, it’s become clear that I missed an entire piece of wow. Apparantly you can level up covenant gear, but I don’t recall any in-game info and I’m not sure how to do this.
How did I miss it?

Somewhere in your covenant sanctum is an "Advanced (insert covenant here) Armorsmith that will upgrade your covenant pieces.
Well, while others have probably given you all the information that you need to actually upgrade your covenant gear, you may want to think seriously about if you should even bother.
While you can upgrade 9 pieces to 197 ilvl for a nominal anima cost, it really is just padding your ilvl with the way overworld scaling currently is.
The set bonuses only apply to the open world, and while helpful barely make the grade as useful in the open world, and do nothing in group content.
Especially with the remaining 6-7 slots not being upgradeable and even higher ilvl WQ rewards for those slots being outperformed by quest greens according to sims.
It all really boils down to what you plan to do, whether it is worth it or not.
well, you can see what I’m currently sporting. A few of my pieces are under the 197 although the stats on the covenant gear are not optimal for me. I still might upgrade a piece or two
Facing the soulbinds, look behind the quest giver. One NPC sells armor, the other upgrades it.

heck with this answer OP. Go ahead and upgrade those pieces of gear so you can get into higher mythic keys and get better gear and can even get into raiding with your guild and doing normal raids so you can get 200 ilvl gear. I did that with mine and still some of my gear is 197 coven gear I upgraded, just haven’t found replacements yet.
