How do you learn herbalism at level 60. I decided to change professions and cannot find a trainer that will teach level 1. I have been to the starting areas and they all now start at cataclysm… which I cannot learn because I do not know level 1…

You don’t need to. Harvesting vanilla herbs gives you points in classic herbalism. Just as long as you’re trained in some level of herbalism.
Are you about to start Dragonflight? If so, the herbalism trainer at the Wingrest Embassy (where you land on the Dragon Isles), will teach you vanilla herbalism for 10 copper and then DF herbalism for a lot more (I can’t remember how much).
I was not trained in any herbalism, I left it late but I got it sorted! TY
