Some of the Legion zones are listed as level 10 to 45, but I have a level 39 who can’t use the Azsuna portal. How do I get her there?

You have to go to Orgrimmar/Stormwind to visit Chromie and ask to be put into the legion timewalking instance. For both factions she is near the embassies. That’s in the northern part of the city in Stormwind, and south west part of Orgrimmar.
Also, I think you’re good but for newer players if they read this, you have to complete one character to lvl 50 before being allowed to do that on other characters.

From my experience, there are two ways to unlock the portals for expansion continents. Either you need to do the intro for that expansion, or you need to be at the max level for the expansion.
As Irrenhaus pointed out, the most straightforward way is to use Chromie Time. However, new players without access to Chromie Time can still do the intro by picking it up off of the Hero’s Call/Warchief’s Command board. (For Legion, it’s the Broken Shore option.) Sometimes you have to “dig” for the option you want by picking up other starter quests until the one you want pops up. (Then abandon the extras.)
It should be noted that if you do Exile’s Reach as your starting zone and don’t exit out of the tutorial using the dialog option when you get the main city, you’ll have to complete the tutorial and the BfA intro quests in order to access other expansion content.
I created a Vulpera, so I didn’t have a choice of starting zones. I also didn’t see it on the Command Board, which is why I decided to post. I wonder if that’s because I’m not a new player?
Using an allied race doesn’t affect the command board. (I’m leveling a group of characters, some allied races, some regular, and they all see the same stuff on the command boards.) It might just have not been one of the first 3 options listed. (And it’s also important to note that the command board doesn’t list them as “expansions.” As I mentioned, Legion is the “Broken Shore” options, WoD is “Tanan Jungle,” and the MoP intro is under “Jade Forest.”
Is there a way to see more than 3 options on the command board? My current 3 choices are Shadowmoon Valley, Netherstorm, and Vashj’ir.
Edit: Just spoke to Chromie, and apparently I was already in a different timeline. When I went back to the current time, my choices changed to: Chromie’s Call. Broken Shore, and Tanaan Jungle.
Chromie time is meant to zone you into the specific content you want, not varied content.
As Udiza mentioned earlier, the mission board shuffles missions everytime you click on it. Just click on it several times until you get the ones you want. Broken Shore is the legion one.
All you can really do is start picking up the quests from it to get it show more. (And abandon the ones you don’t want once you get to the one you do.) That’s why when Chromie Time is an option, it’s often easier as it saves you from the digging. I just wanted to point out that you don’t need Chromie Time to get them. (As new players and people 50+ who want to go back won’t have that option.)
