It’s a toy from the Anglers, a reputation from Mists of Pandaria. It’s super fun to use.

You can also achieve the same affect by purchasing the surfboard toy from the islands vendor. Much easier and faster to get.

I have the raft but where is this vendor? And can you fish off the surfboard?

The islands vendor. In boralus its opposite the table you queue at. Don’t remember the horde one.

Can be used anywhere and has no CD.

It’s an incredibly useful and fun toy, and worth the grind to get. If only more toys could be like that.
