How do you get the littke dragon to spawn in dragonflight?

Its a pet dragon that i sometimes see rgat allows me to transmog, but it comes around randomly and then disappears.

that’s a dreamsurge perk, only appears during a dreamsurge and only if it’s the perk that’s active (there’s an NPC where you vote between 2 perks, the pet dragon is one of several that can be an option).
