You have to finish a questline. Can be picked up and completed by any level 70 Alliance or Horde character.

Did you do the questline?
You can’t get red draenei skin, because you’re a Dwarf 
But you can earn that skin for your Draenei characters though lol
To do that you need to do a short questline with the Prophet Velen in Argus.
It starts with this quest:
PS: Just to be clear, that first line was a joke. You can earn the red Draenei skin on any character, including a Dwarf.

You’re not wrong, but you’re seeing it backwards.
The Draenei and the Man’ari were segregated for 25000 years. The whole point of that quest was to end that segregation and unite them as one people.

In that case, I change my mind, keep them segregated. Blue draeneis don’t compare to Red Draeneis

So I can do this on my 70 dwarf hunter? I just go to that location in storm wind and that character will be there will the symbol over their head and I go from there?

Yup. The only thing you need to do this quest is to be level 70.

Yup! Just go there, get the quest, and start your adventure.
If I remember correctly, you will see a funny purple quest symbol on the map as well, telling you where to find the questgiver.
