Heroic also gives you the slime cat credit.
We skipped Normal and just cleared Heroic last night and got “Fate of Nathria” and “Heroic Fate of Nathria”. Since all the achievements are “______ difficulty or higher”.
Your question is "how do you get into a heroic raid when the group requires AoTC to join?
When you look at Raid Finder, there are 2 kinds of groups: Farming Group (fast run) and Progression Group (learning group).
Those you see with “Has to be AoTC”, it means the group are compose of players who has completed the Raids before and want to have a quick run. When a noob gets in on this group, he would be immediately removed when the raid sees any of his mistakes.
Not all Farming group are legit. Sometimes there are weak raiders who makes a new group asking for AoTC people but they themselves are not AoTC. They just wanted to be carried. You could try and do this if you think you could fool AoTC people to join and carry you.
The group you want to join are “Progression or Chill groups”. These groups are open for all. But you need to be patient to learn with them the mechanics of the Boss fights. These chill groups exist. You just have to find them.

That’s the good change out of all this. With the old wording it sounded like you’d be making a significant commitment to collect all the rewards.
My first heroic raid? I was in a crappy social guild that did stuff together

Heh, I used to pay for my first AOTC, so I could make fun of everyone in these “AOTC groups”. It generally went “Well, I paid for my AOTC and I can dodge so and so” or “Well damn, I paid for my AOTC, but I can do a pod”.
But yea, you don’t want to pay, can either bang your head against the wall until you get it, or raid with a guild/guilds.
I think Blizzard needs to implement the Solo Shuffle feature into all difficulties of raid and M+ up to maybe 15. They really punish people for not having irl friends who play WoW.

Here’s a fun thing, if you find a group demanding AoTC or CE for a lower tier raid, look up the leader, I find most of the time there are not even qualified to participate in the their own run and trying to be carried. Another flag is when they switch leadership to someone else.

But surely you see the only people who would do it would be people who couldn’t get into groups by being able to play at that level and it would be a mess. Which is probably why it will never happen.
Join a guild that raid 
Join a guild that is working towards AotC and is recruiting.
Lots of guilds are willing to invest in people. Find one of those.
Step 1: Be in gear of a high enough item level that you would not ever have a use from the drops of the content you are looking to clear and link them some achievement showing you already cleared it and thus have no reason to be running it.
That’s about it.
It’s a design issue as well as a community issue.
Unfortunately it wouldn’t make a difference. If there’s one thing I’ve learnt about the group finder, it’s that very few use any of the filtering drop downs. I think I’m the only one on my server that even uses the ilvl cut off feature.
