I tried talking to the guy in Zandalar, and it only has the quest Azerite for the Horde (that’s in progress despite not being in my questlog), and no other dialog options.

There should be a portal if you’ve made it that far in the questline.

I think its time for a ticket then and im 99% sure a GM will port u there once they process the ticket. either that or they will give u an answer how to do so.
Pretty sure the portal works just takes you to your current base in the area. Worked for me anyway.
No portal at all maybe ask a warlock friend to summon?
I have none either, but I do have a level 50 warlock on both factions if you need some help.
Not sure about horde, but for alliance, you just talk to the alliance ship’s captain (i had ported out before establishing the alliance base/portal too)…
so i’m sure you do the same for horde…
So try talking to the person who you talk to to get to the Alliance Kul’tiras zones. They should have an option to take you to Nazjatard

that’s a good question… what if i want to go direcly to Nazjatar through flying?
Go talk to the captain Rez’okun again down in the port of Zandalar. May have to abandon quest and acquire it again though.
