trying to get to 1800 for the marshals mog (mainly just the sword) i dont really know how to find RBG groups that arnt garbage “yolo” groups that spend 1 hour in queue lose one BG and disband, would like to actually “push” my rating if you can even call 1800 pushing

Join a guild that does PvP is probably easiest way to get into RBG. Join one the RBG in-game communities. Add good players to your friends list so you see them in existing group and can invite them next time when you join one.
LFG can be a good start, just ensure you join groups that use voice
if youre lucky there’ll be someone who can shout you an invite to a community that runs them regularly
sometimes there’s Guild groups running that need to pug 1-2 players

They haven’t been since essences made it possible for mages and locks to blow up most tanks in a few seconds in RBGs. 
You won’t find one, unfortunately. PvP is dead in this game especially RBG’s. Most people have moved on to an actual good MMO like Classic and the only ones that are left are random plebs who play normals and don’t try to win.
Sorry but your dreams of obtaining that sword are pretty much dead on arrival.

I got to 1,900 in S1 of BFA by YOLOing to 1,400 or so and then making a party with 3-5 friends and getting PUGs for the remaining spots. Somehow just having a few friends already there helped the PUGs gel a lot better.
The RBG ladder might have collapsed, and that combined with corruptions might make things miserable. But still, I hope you get 1,800 without too much trouble, and wish you the best of luck.
