The community has spoken and voted solo shufflle as the main rated pvp content. 3s has collapsed.
The majority of this blame falls on toxic behavior of players.

you add in solo RBG, never alter the way gear is earned, and let the community devour itself in peace

people dont play 3s because LFG is miserable to use
solo shuffle takes care of that problem completely to the point where people are willing to wait 25 mins every game instead of using LFG
healers were just as hard to find while using LFG in previous expansions so whoever is saying that the healer problem is way worse now is delusional, everyone just sees it now

Only thing left to fix is adding Glad mounts to RSS. Won’t be sad if i never stare at the LFG screen or get in an awkward voice call with randos for the rest of my life.

by doing something about it.
An alternative would be cool, like maybe a recolor.
It doesn’t make any sense to remove incentives to play brackets other than shuffle, though.

This is a sub game, within a mini game, of the actual game.

A while back, there was an actual interview with a dev even stating as much. They regretted it. Balancing nightmare, basically.
Focus on BGs as pvp would’ve been infinitely better.

Not like they haven’t attempted that. It was fun for about 2-3 seasons then the kickbots came around.

Like why do you guys want Glad mounts from solo shuffle?
The mount will be as valuable as vicious mounts. Why do you even care about being on a gladiator mount when everyone has it including some of the worst players i’ve ever seen

Because it seems more easily accessible. 
Answer to that is simply value being in the eye of the beholder.
You guys just don’t know how much every iteration of the ladder system was cheated, bent, sold and exploited i suppose.
2400 in RSS is statistically a pretty good achievement for normal people and a mount might encourage people to try for it instead of just a cringy title.
Blizzard prolly shouldn’t even bother with them if they’re held hostage in an archaic system only a handful of people still enjoy.
the funny thing is if they add glad mounts to shuffle (which they most likely will at some point) a lot of people will quit because that is their final goal and once it’s handed to them they’ll have “nothing left to prove” and lose interest

Step 1: condense low population servers into single servers (or clusters of servers) with a population that is pretty close to a “Full” Realm. Get rid of cross faction and cross realm gameplay. LFG Tool only works for the server (or cluster) on which you currently reside.
Step 2: Get rid of phasing/sharding in the open world. Add open world PVP objectives that create tangible incentives and rewards for world pvp. For example, transmog costs reduced by 50%. Repair costs reduced by 50%. Damage dealt in X Y Z content increased by 5%. Additionally impliment a vanilla style ranking system to have a second progression path toward gear that is on par with BIS from other pillars of endgame.
Step 3: Make Gladiator title be the top X number of players (not a flat %) of each ladder. Titles separated by server (cluster) and by faction. The arena ladder will only be within that server (or cluster). Now that Gladiator mounts are account wide, Gladiators with multiple characters will only be awarded one mount at the end of the season on their highest rated character–all characters will still receive Gladiator title but that character will not be considered in the top X amount for the mount. Example: 100 glads, but 40 are alts, so the next 40 in the ladder get title and mount. Result: 140 titles, 100 mounts.
Step 4: Take all above changes and apply them to each of the PVE counterparts as applicable (Hall of Fame, Rank 1 M+ title, etc).
Step 5: The top servers for 2s rating, 3s rating, RBG rating, RSS Rating, M+ Rating, and PVE progress get some sort of end-of-season reward for the whole server.
Result: The game should balance populations between factions and servers. Create more open world content, more casual content. Fosters a more diverse competitive arena for all endgame pillars.

Honestly quite a bit more than I thought there would be.
Still, wildly assuming every single one of these players would quit once they achieve their “ultimate goal”. Pretty sure the game would survive just keeping 99.97% of its playerbase around.
Or at least Blizz already took much more damaging decisions in that regard MANY MANY times in the recent years.
