It shouldn’t be. I can understand 70 vs 71 because then the secondaries scale down, but at equal level, for 6 years old instanced content that was doable a week ago, should still be now. They also severely nerfed azerite traits armor even though they can’t be used in new content, which is dumb.

Legacy Loot Coming to Legion Instances

With scheduled weekly maintenance the week of March 31, we’re enabling Legacy loot rules in Legion raids and dungeons.
