Never been big on crafting, so this is probably a dumb question. My main is an 80 with blacksmithing, and I want to make gear for my new alt that’s 70. Everything I can create requires level 80, and I have no idea how to lower it to requiring 70.
Definitely not the best person to answer your question. I haven’t gotten into the new system too much.
However, I can let you know that it is now separated by xpac with a drop down filter.
If you can’t craft level 70 items with TWW crafting, try DF. Though, it has changed a fair bit and requires some investment if your are used to the system we had prior.
I would suggest looking up a guide for specifics on crafting, unless someone else decides to come in that understands the systems better.
Like Skozzah, I gave up on crafting when they introduced the new system in Dragonflight.
To make level 70 gear, you would need to go back to Valdrakken and learn Dragon Isled Blacksmithing, which would get you the recipes you need.

But I have to question whether it’s really worth doing that. Your alt will probably be 80 by the time you learn all those patterns, and there are TWW Blacksmith Patterns for gear starting at 71, like
that you can also pick up on the AH:
