Perhaps somehow left over pieces of frost mourn remain as a Retcon and they have the power to raise the dead. The story going forward is that it is not a âforcedâ raising somehow through some mumbo jumbo lore wise these recently deceased are âaskedâ if they wish to return to life as the undead.
So being undead is no longer a curse it is a choice. Theory needs work but something loosely around this could be fitting.

This is why even back in Vanilla WoW I thought forsaken were a terrible idea. Their storyline always had a shelf-life. They should have been a non-player faction and Goblins should have been the fourth horde race.

If anything it should be lightforged undead where people donât seem to suffer and should be optional.
