How do Shamans have hex with no cooldown?

Doing 2s, shamans have been casting hex into hex into hex like it is polymorph.

Is there a legendary reducing the cooldown?

Hex is a 20 sec cooldown in shadowlands. Resto shaman has a pvp talent that reduces cd by another 20 sec.

resto shaman has a kick and polymorph and grounding and never needs to cast
