So I did heroic 12/12 tonight. Would I be allowed to enter it again before next Tuesday? If so what are the variables? Like could I get loot from other people? Can I kill any bosses again?
You can enter again, you don’t get loot, you don’t get another bonus roll, you can’t trade with other players who got loot.

Heroic, Normal and LFR all share loot lockouts.
What that means is that when you’ve looted a boss, you can’t loot it again (at that difficulty) until reset.
HOWEVER, you can run it as many times as you want. You just won’t get any of the rewards, whether it be loot, Echoes, or even gold, for killing it multiple times. If someone gets loot and you’re locked out, they cannot trade it to you.
The one exception is that you CAN coin the same boss multiple times.
Mythic works slightly differently in that you’re locked to the Raid ID, which means that everyone who enters that lockout essentially shares the same instance. So if I’m in my guild run and I kill Wrathion, and they clear the rest of the raid without me, I cannot do any more bosses in Mythic that week.

Not sure I understand what you mean here though.
Coin = Bonus Roll.
If you were after the Ra-den fist weapon, you could kill him 5 times and Bonus Roll each time (assuming you had the coins to do so).
You can bonus roll again. You just can’t bonus roll multiple times on world bosses.
So I bonus rolled Nzoth and Fury. I can do those like over and over and over?
Yup. Until you run out of coins at least.

Just to be clear, in case your followup line wasn’t:
He means these 3 difficulties all use the same system. They aren’t literally on the same lockout.
You can kill the first 3 bosses on LFR, then go do them again on Normal and get the chance for loot again. Same for Heroic. Each difficulty has its own loot lockout. They just function the same.
Mythic is the exception that does not function in the same way.
