I know that you can’t roll on tier drops if you already have that tier item (same difficulty or higher), but how do non-tier drops work?
Last night I saw someone win a trinket they already had, then tried to auction it off thanks to cross-realm trading.
Is there only a loot rule for tier?
They can need roll on the trinket they already have if it has a bonus itemization on it that their trinket don’t have (avoidance/leech/etc).
If you need it, that undergeared hunter with lower damage than the tank whose game time is about to expire will win it.
That’s the only rule I’ve seen.

In LFR, you’ll be given the need option for a particular item if you have not collected that specific item at the same, or higher, difficulty levels. This applies to both tier and non-tier.
When rolling in LFR, your roll will always be given the lowest possible value. The only exception is when the system bugs out and you accidentally win the item.
So, how does someone win a trinket they already have?
Roll need on everything you qualify for. No one else in the raid cares if you get gear. Not even the game. You have to try and take it.

When there’s a tertiary stat on it. Or higher ilvl.
That wasn’t the case though, which is part of what prompted this thread.
The mind sees what it wants. Do you have picture proving he had that item already and he won it? Are you certain they didn’t just equip it as soon as they got it?

Maybe they vendored their trinket before pulling the boss. I’m not really sure how that scenario works.
You press need and someone else wins.
I (and others) inspected them while the loot rolls were still going. They had the trinket equipped and maxed (8/8 veteran), but still won the roll and received the item.
I can find the Blue post about not being able to roll on tier you already have, but I didn’t find anything about non-tier drops, hence the thread.
Edit:
If it’s not supposed to happen that way then I’d like to know so it can be reported as a bug.
Your mileage may vary: I tried this strat and rarely won anything in LFR. Even if I needed it! It’s madness.
- Additionally, players can’t Need on a piece of loot if they’re wearing the exact piece at the exact item level, though in the event where this occurs but the dropped piece has a Tertiary stat or Socket, that roll would be possible (as those are upgrades).
From a blue post, the thread doesn’t exist anymore, but this is from wowhead. So assuming what you’re telling is true and there were no tertiary, it is a bug.

The geared/invested players get nothing, the carries get to roll Need.
Don’t believe this works, so long as it’s available to buyback.
During a SoFO mog run I had a Mythic Cape that I recently sold to a vendor (and was still available in the buyback tab), ran Heroic after and the Heroic version of the same cape dropped, and I was unable to Need roll on it.

You can report it as a bug. They won’t award you the item. If it is determined to be a bug, they might fix it for future drops. All depends on how important an issue they think it is.
