How do layers work?

Is Layering proportional?

Let’s say you have a pvp server with, for example, a horde-to-alliance population ratio of 3-to-1. (3 horde players to every 1 alliance player, or 75% horde and 25% alliance.)

Is every layer going to have 75% horde players and 25% alliance players?

Or will a third of the layers be spread more or less 50/50 with the remaining two-thirds being more or less horde only?

Or does it work in some other way?

This hasn’t been explained basically this would all be speculation. If I had to guess it would just be random based on how many people are in one area. I’m not sure though
