When I teleport to torghast to get to the Runecarver guy, he’s gone. Just that npc with the cane is there. Can anyone help me please?

Can you be more specific as to who this is? There shouldn’t be anyone in that room aside from the Runecarver, or his shade depending on how far in the Chains of Domination campaign you are.
Did you happen to start a CoD quest that you never finished? Might cause some phasing issues with the Runecarver, since his identity is supposed to transition.

Yes. That NPC with the cane is the Primus. He’s there for story reasons. Complete the story quests and he won’t be any more.
And people complain about not knowing the story
