The quest “Vision of Time” you initially get from the embassy to unlock the Mag’Har sends me to Dazar’alor to speak with an NPC that just isn’t anywhere to be seen for me. Relogging and abandoning/retaking the quest doesn’t work.
What am I missing here?

All achievement requirements were removed this patch, all you have to do is actually do the quest line, which requires level 40.
Yeah, I think you still have to open up the city before some NPCs show up.
Dazar’alor and Kul Tiras are in weird phases if you haven’t done the intro quest. I had a similar issue when I unlocked the Secrets of Zul’gurub vendor on a character who had done the BFA intro quests. The map placed the vendor in one place, but he was actually on the opposite side of the city because of the phasing.
Good news is that the intro quests (if you’ve already done them on another character) take ~5 min max.
I appreciate the responses. I guess it looks like I have to do some BFA introductory quests to get certain NPCs to spawn in the city. Which, ya know, kinda sucks - as the unlock requirement for allied races just states you need to be level 40 with no other prerequisites. As long as it doesn’t take too long I guess.
It was an oversight by Blizzard, as they forgot about that part.
Course all new character are suggested to start BFA. So, I can see why Blizzard missed this.
Check with the banner in the Orgrimmar Embassy, that should tell you what you need.
I was following the questline, but now there is no more Mag’Har section in my list of quests, yet the Mag’Har are not unlocked. Irrc, the last quest I did was something in the Mag’Har base where I paid homage to each other orc tribes. Then I accepted some quest or other, but now I have no Mag’Har section in my quests lists, and the Mag’Har are not unlocked. Very frustrating.
You needed to talk with Gromash Hellscream after clicking the 3 banners. Then you have to kill some ogres and a Lightforge Dranei army.
