Very good advice. Though to save on costs it’d be more effective if he re-specs to blood and solo runs t11’s for weekly until he has enough gilded to get a 681.
Market seems very cooked and could be too costly for him if he ends up having to craft + recraft down the line.
True but at 620 with no tier 11’s are probably too tough for a newer player
We may have already lost the op anyway 
I’d be willing to run him through t11’s for free on my bdk to help him get a headstart. They are insanely fast and take little to no effort.

You want to get full Vet/Champ so you can convert the crests at the vendor. Then you convert everything to Runed crests while working your way up to T11 Delves. You also just do +7 and up if you can.
I literally start with +2 keys and go all the way up. But lets say I have all but two keys done at a +5 level and the last two are +2, I will just do those last two at +5 or even higher. You can skip the last couple keys.

You will get crests and valorstones from doing content, weeklies, delves most anything. The npc to upgrade your gear is in the building to the left of the bank.
The catalyst to convert your gear, helm, shoulder, chest , hands is down by the portal to undermine against the building in the middle. You have a limited number of uses so should wait till you at least have champion gear
Do Delves, doing LFR will get you Veteren gear. TW will currently get you a piece of Heroic gear, if you do five of them.
