How do I make my action bars 2 x 18

Hello I was curious as to how I make 2 rows of action bars with 18 buttons on each row.

A singular action bar only goes up to 12 buttons, so Just put 2 action bars side by side to form a longer row and use edit mode to reduce the number of buttons so you only have 18 total.
