I went to the dark portal hoping to have it green, it wasn’t. I went to dalaran, Chamber of the Guardians, no portals were there. Any other way to get to outland?

You probably need to go to that weird time travel NPC to see the original dark portal.
But as others have said, there’s a portal to shattrath in the mage tower.

What I want to know is why the “Honor Hold mage” doesn’t send you to Honor Hold. Shouldn’t it be someone else who is sending you to the Blasted Lands, like maybe the “Nethergarde Keep mage”?
It’s on the same level of disconnect as the fact that Remove Corruption doesn’t remove corruption.

The mage NPCs in the portal rooms will (or supposedly) send you to Blasted Lands if you have quests in the area. If you’ve already quested through that chain, those NPCs won’t send you anywhere. Coincidentally, if you’ve already completed those quests you should be able to take the Shattrath portal in the portal room(s).
