orgrimmar portal takes me to the old one
Dalaran Hearthstone or go through Aszuna portal in Ogrimmar and fly up to it.
you can buy a mage portal 
but if you have pathfinder just use the Azsuna portal and fly to new Dalaran.
at level 98 you should get the Legion intro quest line that ends up getting you a Dalaran Hearthstone

This. I don’t think it’s really intended to be reached by under 98.
Can’t get there pre the level mentioned unless a mage ports you there. Otherwise as mentioned the hearthstone you get plus the azsuna portal
