How do I get my 2 piece tier?

How are people getting 2 pieces? I’ve got my 1600 catalyst charge, my normal catalyst charge, pve tier shoulders in the vault, and full conquest…what do I need to do to get 2 piece pvp tier?

You can also do Delves every week for 3 chances at tier, then toss a varnish on it. If I farmed 1500 conquest and got 1600 right now I could be sitting on 3 piece already.
