Buy the base crest from the enchanting vendor next to their crafting table. Then just put in an order for the enchanted version. Don’t bother using expensive mats for it, as they don’t matter.
I noticed that. Had a few items made so far and I was surprised how quickly stuff was made. Granted I provided all the materials and 1000 gold.

There’s two ways.
An enchanter can make them through work orders, using Nascent Crests and a few enchanting materials. The nascent crest you need to purchase off the enchanting vendor in Dornogal (to the right of the stairs leading to the PvP arena, they cost 30(I think?) Weather crests for weathered, 45 runed for runed, and 60 gilded for gilded) while the rest you can gather purely through enchanting. If you are an enchanter yourself, you can make them manually. Enchanted Runed Crests specifically are also obtainable through 5 quests, specifically 4 renown 24 crests with the 4 major factions and the quest to kill Queen Ansurek on any difficulty.
No, the item level of a crafted piece is determined by its rank and the provided spark (if any). You can recraft an item, which enables you to replace the stats, embellishment, and crest as well as get a higher quality rank, it costs some materials however.
No, crafted items cannot be placed in the Catalyst to convert to raid items.
That’s mostly up to you. If you are finding a crafter in chat, discuss with them, pay what you are comfortable with. Some people have given me comissions as high as 15k for simple pieces, others go for ~500-1000 gold. Generally you will provide all of the materials however.

If you have enough rep (nearly maxed iirc) you can get free enchanted rune crests from each of the rep vendors.
