How do I get a transmog from an old LFR?

There’s a mog that’s only available in the LFR version of an older raid. But LFR is not an option on the character’s menu. How can I go about getting this now? This is with the intent to go in solo at max level.

No. That’s not correct. It’s an old Draenor raid. You can’t queue for it.

You talk to the Orc shaman in your garrison and he’ll solo queue you for whichever LFR wing you ask for.

(You’ll have to research which LFR wing has the mog you want; the queue offerings are the silly overblown wing titles like “The Black Forge” or “Destructor’s Rise”.)

Thank you very much! Now, if you don’t mind, I have a follow up question. As an alliance player, will the NPC in my garrison (which I have to create and level up now, it seems) be the same orc, or another race with another name?

Same guy. If you look at the WowHead article closely, it says he’s in the Shadowmoon Alliance garrison. And the map will show his location there, even if it defaults to the Horde garrison.

There’s a similar NPC (though not the same one and not in the same place) for each expansion that had LFR raids up to and including Shadowlands. Something to remember if you decide to pursue LFR mogs from other raids.
