i would like to scroll between my action bars 1 and 2 by holding my left control button and mouse wheel. how do i do this?

With the default bars, just make sure you have the Previous and Next Action Bar keybinds set to ctrl + mousewheel

With addons, like Bartender, you need to make sure you have Action Bar Paging enabled for Bar 1
