As others have noted, you have to go through the legion class hall intro quests.
This guy has access to Dreamgrove, but my tank who was made in BFA and didnt do any of Legion cannot access it

Just to add how broken this character is, if I take the portal to Bel’Ameth in the Stormwind Mage Tower, my character falls through the terrain and gets disconnected repeatedly with a WOW51900319 error.
UPDATE:
I did manage to get to Moonglade via the Hyjal portal in SW, and Archdruid Hamuul Runetotem is there with the quest 2nd quest in the chain. I must have picked it up in Dalaran and instead of my Teleport to Moonglade spell it turned to Dreamwalk and I never got to Moonglade and later abandoned the quest. Thanks all for the help. Not sure what’s up with the Bel’Ameth portal though.
if ur still gettign DC use the self service option in this link and if that doesnt work theres a contact option at the botom to have a GM move u manualy.

Let’s face it, a player should not be having problems like this in 2024 WOW.
People not following a quest chain isn’t a WoW problem. How much hand holding do you need. The NPC literally follows you around Dalaran trying to get you to accept the quest.
Partially fair, but the below is a true problem.
