I’m a healer and trying to assess how I determine which items are best for me. Can I sim them, or is that only available for DPS 
Simming is only for dps. My recommendation is looking at BIS lists on WoWhead/Icy Veins and your stat priority. Also, recommend https://murlok.io/shaman/restoration/mm+#stats to see what stat distribution top healing players have. The one I linked is for resto shammies doing m+. Good luck!
I would actually caution you to pick something for DPS. Even as a healer, we’re weeks away from leveling again and your HPS is completely irrelevant. I myself just got a cloak I’ll be equipping over my unity cloak the moment I start DF questing content. At least my belt will last me a bit before it dies but if I get lucky to get a 304 before DF, I’ll keep it too.

In fact, you can sim as a healer, it’s just differently built.

The great vault is trash. 100% waste of time. You will be offered the same stuff over and over and over. Your “upgrades” will be trash. Makes me not want to run stuff this week. Doesn’t encourage me to try more. It does the opposite. I did over 8 15 and higher m+ this week I have nothing to show for it. I was offered horrible cloak. Absolutely stupid worthless trinket and yet again the same belt 5 weeks in a row. This game works against you in every way. Don’t rely on the vault it only offers disappointment.

Yeah…and do you think anyone actually gives much of a damn about S4 rankings or anything at this point? Why should the OP waste a vault pick to min max their healing in content that increase has no relevance in and may not give them as much bang for their buck in content where it may actually matter. Even if the OP is intending to quest as a healer, it’s still better to pick items that’ll help them kill.
When I was raiding normals for coins, I picked up mog pieces at 278 ilvl over 304 “upgrades” from the vault because that mog look is forever whereas I’ll not notice that 304 vs 298 difference either in S4 content or leveling.

Just had the biggest smile, reading all that, because you so put all those words in my mouth, haha. I wasn’t even making a point. I just thought it was kinda silly/funny that you said weeks when the new expansion isn’t for like 2 months.
