How do dragons speak? They don’t need to move their mouths (according to cinematics featuring dragons talking in dragon form), but they have a speaking animation when they do speak outside of cinematics.
I can understand not wanting to animate lips due to dragons not really having proper lippage among protruding teeth that would make animation harder (at least trolls and orcs only have 2 tusks at the edge of their mouths and that’s it), but I wish it was consistent between cinematics and default animations.
I don’t think they talk like birds do because I see no throat or tongue movement.
Do they just magically broadcast their voices or something?

Pretty simply, they think it, you hear it. I’m sure they can filter what they want you to hear too
The lore goes all the way back to DnD standards — and that’s perhaps the best answer you’ll get out of me. There are TONS of terms out there with the prefix “tele” that Blizzard uses with their storylines.
That’s really just the catalyst. You’ll find that WoW isn’t also exclusive to use telecommunications. Skyrim does too, for example. Also see, Shining Force. Dark Dragon speaks with his mind.

I would not be surprised if they only did the in-game talking animation these days just to reinforce who is actually speaking. Or if the game was simply coded so that “speech bubble” = “talk animation” unless they’re already in an animation that overrides it. Like when Chromie was channeling her magic/breath weapon on the imprisoned Infinite dragon outside the Conflux.
