How did a rogue use vanish 2 times in under 20 seconds?

I was about to gank this punk rogue in Silithus and he used vanish. I saw him again after poison broke stealth and he somehow used vanish again. How tf did this happen?

Yeah, rogues have a talent (Preparation, cooldown 5 min?) that resets a bunch of others.
