Genuinely curious, is it a lore thing?
No reason, other than that 2 body models was the limit for every race up until recently.

The Forsaken are the residents of Lordaeron, which is a human city. Dwarves were not there and most of the elves had gone back to Quel’thalas.

Yep. While there were other races hit most weren’t in significant numbers. The race I think would be most lore-justified to offer as an alternative forsaken model would actually be some of the trolls that inhabited parts of what’s now the Eastern Plaguelands.
A simple google search suggests otherwise. Y’know who else was there? Gnomes. Not only are they there in the books, but I seem to recall an undead gnome in Undercity. Also, with the introduction of Exile’s Reach, not all undead are necessarily from Lordaeron as it leaves your origin up to interpretation.
You could be raised by a death knight somewhere in Northrend for all I know, or be one of the victims of the assault on Quel’thalas.

Well there was a quest that explained that at that time only humans could be raised into undeath. It wasn’t until BFA that Blizzard decided to allow the Vulkry to raise others into being forsaken.

The rest of the horde would promptly exterminate the Forsaken if Slyvanus attempted to raise horde as Forsaken.
Sylvanas was only into humans.
Lor’themar specifically told Sylvanas not to raise blood elves.

Technically, all DKs are undead, hence all races are included. Additionally, while the Darkfallen appearance is cosmetic it allows for any elf to be included from and RP perspective… should they choose this profile/backstory for a character.

Lore-wise there are members of the undead from a great many races.
Some of them make less sense than others, of course.
Notably Worgen are COMPLETELY IMMUNE to being raised as undead, and this is a focus of the Silverpine Forest questline, where Gilneas survivors willingly drink Worgen Blood to become immune to Sylvanas’ unique recruiting strategies. So Worgen Deathknights for example shouldn’t exist. (unless you want to say that Bolvar and friends have a super duper secret method of animating undead that they don’t ever show or talk about…)
Beyond that most of the allied races weren’t there when the Third War happened.
An interesting note is that in War of the Ancients trilogy Suramar was invaded by the legion and Nathrezim warlocks turned quite literally EVERY elf in suramar into zombies… which got a big retcon when legion came out because reasons.
Pandaren were on their island continent and Arthas never really went there or did anything with it. Dark Irons were locked in their underground kingdom with their fire elementals, so again no real contact. Same with Highmountain on their island, Mechagnomes on their island, Zandalari on their island, etc etc…
But as far as “can they become undead” the answer is yes to everything except Worgen.

The “excuse” they use is worgen DKs didn’t come from Gilneas. What makes worgens immune and why would Gilneas worgen be immune but not the ones from Shadowfang? I don’t know.
