Made my second account, played through the DH story and when I reached Stormwind, I noticed my ground mount was at journeyman speed and it wasn’t showing at the riding trainer, either. Is journeyman riding account wide?
Riding/flying skills are now unlocked automatically as you level.

So you don’t have to buy them anymore? I never bought it on this alt, it’s strange
Yeah, you do not have to buy them anymore. It’s just learned automatically when you hit certain levels.

I see that the other riding lessons still show up for purchase at the ride trainer even though you don’t have to buy them now. Maybe they forgot to remove them entirely?
Most likely. all one code that one didn’t work for all lol.
My lock dinged 30 and I was flying in about as fast I could pull iron skyreaver to the bar. In the field, no visits to town.
How come in at journeyman speed at under level 20 when it’s unlocked at 20?
DH were introduced in legion and were starting as a high level character (basically even past epic flying as well), so back then 100% mount was just a convinience, as well as full set of 20+ slot bags. But later on (in shadowlands i believe) when they squashed leveling they’ve made it so all the classes (at least that were back then) started as level 10 tops, including DH and DK(i believe if you create classic DK race that starts with EPL quest chain you’ll have 100% riding pre-20 as well).
