You take the quest lines to start Legion, and at some point you pick up the Artifact quest line. Maybe someone will have more specifics.

After doing the broken shore intro chain (either doing the scenario or skipping it) you end up in legion dalaran. Just wait a bit until you get a quest pop up. Do that quest chain which involves doing a scenario on the broken shore where you fight alongside several Vrykul. After doing that scenario you end up in the warrior class order hall where you have to speak to Odyn. He gives you 3 weapons to select (one for arms, fury and prot respectively). Select one of those weapons and complete the quest chain.
