I have the mats to make a diamond cut gem but I have them all rank 3
But if I place a public order, how can I be so sure that my gem won’t be cut into rank 1 with rank 3 mats?

Yes… it’s only your server (not the whole region) and you can send orders to opposite-faction crafters (as long as you get their name right for the personal order window entry).
Crafting a rank 3 diamond generally requires an Inspiration Proc, which is typically around 44% (i.e., not guaranteed). Some crafters with a high enough skill could use an Illustrious Insight to guarantee a R3 diamond, but they often will charge quite a bit more for that service.
Talk to potential crafters about what they can guarantee and if not, if re-orders are free until they get a R3 proc. Diamonds are not like gear; if it doesn’t proc to R3 the crafter cannot “recraft” it until it procs. You have to resubmit a new order each try.
Note that if you end up going with a cheap commission hoping for a proc (maybe 5-7K on Proudmoore) you could get lucky and get it first try, but I’ve had to reorder a “cheap” diamond 3 times to get it to R3 (that includes paying for a R3 illimited diamond reagent each time, which wasn’t so cheap on my realm). It was still the better deal because at the time, crafters that could even offer a guarantee (many can’t) wanted 20-25K for a R3 diamond using their Insight. That seems outrageous but I guess if you’re short on Artisan’s Mettle you charge an extreme premium.
