How are you supposed to Naxt Victim achievement when beacons don't drop

I’ve been farming for 6 hours. Green beacons drop, that’s it. Unless I’m missing something, either there is a definite bug happening here or the drop rate is absolutely mediocre making the achievement borderline impossible. Any advice, please.
