I have an alt who’s only 68 and hasn’t finished the campaign but seems to be able to do WQ already, whereas my friend who’s 70 doesn’t have access to WQ.

you need to do the campaign up to a certain point - I think ‘don’t ask me to spell it’ needs to be done
Dragonflight world quests require that you complete the Main Storylines for all zones and have the achievement Just Don’t Ask Me to Spell It. Once you unlock Dragonflight world quests with one character on your Battle.net account, alternate characters can access them as soon as they arrive in a Dragonflight zone.
Finish the main campaign. The last part is helping Chromie and Nozdormu in Thaldraszus. Then you go back to Alexstrasza and unlock WQs.
Some WQs also have specific requirements. For example, if you did not finish the arena quest chain you will not unlock its WQ.
Climbing and cataloging quest have renown requirements.
That Chromie line is a bit of a slog to do.
