If there’s a limit, it’s usually because someone found a way to exploit it.

yes they do, create the charecter, go do an old raid for mogs/mounts, delete then remake and do it again, so on so forth.
Also making them on multiple servers so you can go to high level zones to search dozens of servers for rare spawns.
