Have cleared Valley of Spirits several times and I have yet to get black blood from it. Last week I was getting black blood from each zone cleared 100%.
I hate this more the anything lol. That being said, I noticed only after clearing all 4 lieutenants i was getting 2 black blood per run (running without masks, I don’t know if that makes a difference). So 4 runs required. Make sure you purchase the middle row down on the talent power things for the visions. It’s the tower thing next to the vision portal there. Once you have a few points in the sanity reduction you will be cruising.
Edit : now that I’m thinking about it, maybe it’s 2 lieutenants = 1 black blood now vs last week that gave us 4 for 4?
The Greater enchants’ quest requires clearing Lost areas. That’s why you can only get a max of 2 per run.

I noticed after I turned in the quest that required the Black Blood that I wasn’t getting anymore from Horrific Stormwind. I was disappointed that I couldn’t collect more in advance for the next quest, but I guess it makes sense.
