I run the horrific vision with three masks on 03/10/2020. I got the achievement (Masked Trio). However, I did not get my 4th mask quest to run the vision with four masks. Also, I complete again the full run with three masks yesterday to make sure, but no starting quest for 4th mask. I mean I can’t start to run the vision with four masks. Do I need any other achievement to run the vision with four masks?

You are most likely missing the masks from Stormwind. There are two available from each horrific vision, and are specific to them. You get them by wearing atleast one mask and doing the more difficult areas.
